MY VISION OF INDIA IN THE 21ST CENTURY. In a bid to provide my vision for and of India in the 21st century, I put forward my perception, views and opinions under different topics and also issues and roles of different institutions and individuals. I propose to provide an ideal situation for our country in the 21st century by following a concept called Applied Politics. I feel it as appropriate in the sense that my concept of politics is to solve the problems of the day through intelligent governing. Politics is a tool to perform and to show results and hence the term Applied Politics.
The Applied Politics is based on the following aspects of the lives of human beings : Every individual will have the right to achieve basic education. He will have a right to choose and adopt the language and religion of his liking. The right of freedom of speech and free and fair trial will be another area of importance. Every individual will have the right to choose either the personal law or the common civil law relating to the civil issues according to its merits with certain circumstantial exceptions in which, only the common civil law will be applicable. A religious group, caste or a social group could frame the personal laws.
The idea to introduce and formalize the personal laws is to reduce the load on the judiciary as well as to provide relief to the people by managing the redresses of their grievances by themselves. The individual right will be preceded over the personal laws to which the individual had agreed in past to abide by. This will prevent the groups either religious or casteist, from exhorting the compliance of their laws. As per the rights available now, each individual will have the privilege to vote in the elections. Every individual as an electorate will have the right to dismiss the representative from the state assembly, local governing bodies and parliaments at the half way mark of the term of office, if found and proved guilty of malpractice. However, in such issues the majority of the opinion of aggrieved individuals will have the valid decree to decide the above dismissal. Individuals will have the right to nominate a person of extraordinary abilities in the legislature, even if the said Individual does not contest the elections. Individuals will have the right to exercise the vote through the mail, telephone and other media e.g.
e-mail etc. also. Electorate will have the right of information from Government, legislatures, except for top secret information. The top-secret information will be de-classified after pre-determined period unless and otherwise expressly re-classified. For the 21st century, my view of the basic education means the learning of such wisdom, which students can adopt and utilize in their day-to-day life when they are grown up. Every child will have to undergo academic education until the age of 15 years.
By the time they attain to this age they should know at least the following: - 1. Learning to read, write and speak in ones' native language or a language of their own choice. 2. Learning to handle the finances. (Salary, wages, minimum wage, loans, interest, how to gain required finance, types of loans, payment planning, restructuring etc.) 3.
To learn basic knowledge of measurements in terms of distance, units, times, degrees and ratios etc. 4. Gaining the knowledge of important legal documents e.g. wills, titles, ownership, agreements, partnerships etc. 5.
Learning of laws of taxes and its various kinds, method of its collection and the consequences of avoiding their payments. 6. Basic knowledge of fundamental rights and obligations provided under the constitution for each citizen must be taught to them. 7. Handling of electronics instruments like computers, Internet, telephones, wireless, etc. 8. An unbiased history of India as well as the local and cultural history has to be a part of the curriculum.
9. Learning the art of debate and putting forward the ideas etc. 10. Consumers rights in purchasing a product, maximum retail price, warranties, guarantees, expiration, refund, claims, obligations of the manufacturers and suppliers should be made to understand. 11a). Option of the subjects right from the 6th standard to be given to all the students.
11b). However in the 11th standard the students will have another option to choose their electives again. The idea to introduce the students with different subjects is that, by the time they are ready for higher studies, they would know where their interests are. 11c). Furthermore, every student will have opportunity to study what they want irrespective of the grades achieved by them provided they meet the minimum standard set by the college or university.
Above measures would equip a student to handle the future with some basic knowledge. Here it must be noted that the pupils, who are interested in specialization, will be allowed to study strictly on merit. I propose to revamp the process of law making. Any new set of laws should be put to a national and state referendum. It will enable common people to avail greater opportunity to voice their opinions directly and they will not be at the mercy of the politicians anymore. Further, common people will also have a right to propose new law or any amendment in it through ballot initiatives. An organization will have to be created under the election commission, which will scrutinize the authenticity of the requirements.
Such initiative will require at least 60 % of voting by the eligible voters. In my view this mandated process will take the pressure off the political leaders in tackling the controversial issues for the fear of heavy political fallout. Further, by involving the people, an avenue could be provided to vent their opinions and a platform to air their views could be created. I strongly believe that this process will solve a lot of problems without unduly politicizing the issues. Child labor below the age of 15 will be banned with the violators charged under the criminal act.
Similarly, forced labor will be charge-sheeted and captivation of the personal documents by the employers will be made criminal offense with the striping of the ownership of such business. 5 to 10% of income tax will be levied on the people having a combined annual income from all sources of more than Rs. 5 lakhs. No sales tax will be levied on food items consummated by the human beings and on the clothes of value less than a certain limit. There will be no wealth or estate tax on the basic housing needs of a person.
However, to prevent people from buying multiple houses and evading the taxes thereon, heavy penalties will be charged. 7. Government, Administration and Revenue Structure : More emphasis will be given to the local self-government, like panchayat and town/city corporations. There will be greater role for developmental planning at the taluka level. The local governments will be provided with a larger share of the tax collected from their area. Equal distribution of funds will have to be ensured to allow all the regions to grow with fewer disparities than what exists now.
Currently I am holding a perception that the administrative setup is functioning independently from the political control. They do not seem to carry out many policies framed by the elected representatives of the people. A performance review process will have to be established by which the ministers can monitor the implementation of their policies in a specified time frame. At present it seems that the Government can only transfer the officials and cannot remove the inefficient and prejudiced bureaucrats. In my opinion the secretaries are supposed to be non-judgmental in carrying out the orders or else, face the dismissal from the services.
We need to bring some kind of accountability to the functioning of the bureaucracy. There is no fear that officials will be exposed of their misdeeds. People are made to shut their mouths through terror or by money. This will be amended and the concept of responsibility will be brought forward to create an atmosphere of legal and moral reverence. All the government employees will be appointed into a central pool of employees to re-organize the governmental functions.
This will be in similar lines as that of IAS, IPS and IFS officers. It can facilitate to get rid of the departments, which are not needed and transfer the employees therein, to an office where they are needed most. This will help the government to increase its productivity. This will also ensure that various departments would like to keep the services of their employees only for an exemplary quality of work. Over a period of time the central pool can even market its services to the private sector thereby converting it into a profit making organization for the government.
Any improved productivity within the government will have greater impact on the society at large and at the same time could continue the government being the largest employer. In the 21st century, every Indian will be required to have an identification number. A person should be required to have ID in all walks of life and for every activity of day-today relevance e.g. Getting a driving license, A central agency will be responsible for the maintenance of the above IDs, who will also vouch for all the activities of the individual. For example, the banks will be required to pass on the information to the above central agency of any bounced cheques, cash withdrawals and deposits of more than Rs.
5 lakhs by an individual on a regular interval. The information system will be such foolproof that the cheaters and fraudsters will not be able to beat it. The central agency in turn will gather the information, analyze and establish patterns of behaviour and report them to the enforcement agencies. This information could be provided to private detectives and credit rating agencies. Every state and taluka government will have a database of criminals, their offenses, sentences, their current residency status and suspicions lists etc. This will be made available to the Government enforcement agencies and private detective agencies throughout the country.
The staff at the police stations without fail would accept the First Information Reports FIRs (or Complaints). Failure to do so will be punishable severely. 11. Complaints against the enforcement agencies and politicians : Pursuant to the policy of protection against the whistle blowers, the complaints against the enforcement agency personnel and political leaders could be posted at the boxes meant for this purpose at the police stations, newspapers and post offices without identifications. There will be a section within the enforcement agencies to handle these cases. The agencies are required to process them within a timeline of 1 to 4 months depending on the category into which the complaint falls under.
The general public should have the access from the libraries and other public places to query about the complaints and their status. Companies will be given tax credit for the amount spent on Research and Development. The companies and or foundations can either setup their own R & D centers or can fund for projects in association with the universities. The tax credit will be higher for the later kind of support. While summarizing my vision of India in the 21st century, I must say that what we crave is a change.
I visualize a change which in its spirit will be a transformation. A change of state and metamorphosis in industry, education, government and individual without which, we simply will not be able to compete with the rapidly changing global milieu. Bibliography:.
